Same as G.I.Joe was created, their worst villain Cobra himself as A Army much bigger than that of G.I. Joe. This is the main reason of his escape. Cobra's own style of living has worn him a title of ultimate disguse as he wore a iron mask and no one has seen his face so it is quite easy to have duplicates of Cobra.
